The Yellow Slip in Cyprus: Deadlines, Fee and What It Is Not

Three months, four months, no expiry date: three figures that get mixed up constantly. And it does not make you tax resident, however often that is claimed.

That gets confused with the three-month threshold: any Union citizen may stay for up to three months with no conditions at all, and beyond that needs work, self-employment or sufficient resources. The certificate itself carries no expiry date and is never renewed. Missing the deadline exposes you to a penalty of up to €2,500 — a maximum, not a fixed amount. The current form is MEU1B, although another government site still names MEU1A. No official source states a minimum income. And the Yellow Slip creates no tax residency: that runs on the 183-day and 60-day rules instead.

Three months, four months — the difference

This is the mistake that survives longest, because both numbers are correct and mean different things.

Three months is the substantive threshold. Until then any Union citizen with a valid identity card or passport may stay in Cyprus — no conditions, no formalities. Beyond it they need a reason: work, self-employment, or sufficient resources together with comprehensive sickness insurance, so as not to become a burden on the social assistance system.

Four months is the filing deadline. The application for the registration certificate is submitted within four months of entry. What counts is the most recent entry — the form asks for it expressly.

Missing the deadline exposes you to a penalty of up to €2,500. The words “up to” are in the law — it is a maximum, not a fixed amount. Whether a late application is refused or merely penalised, no official source says.

What the Yellow Slip formally is

The phrase “Yellow Slip” appears in no official source. The document is the Registration Certificate of a Union Citizen, issued under the Right of Union Citizens and their Family Members to Move and Reside Freely Law of 2007 — Law 7(I)/2007.

The authority is the Migration Department, under the Deputy Ministry of Migration and International Protection. The older name “Civil Registry and Migration Department” under the Ministry of Interior is historical, though old pages live on.

And it is expressly not:

  • not a residence permit for third-country nationals — their family members receive the MEU2 residence card, a different document under a different procedure
  • not tax residency — more on that below
  • not an identity card and not citizenship — it carries an ARC number
  • not a work permit — the right to work already exists, and the department states that Union citizens enjoy free access to employment, whether employed or self-employed

The form is MEU1B, not MEU1A

Applying

In person, no appointment. Applications go to the Migration Department’s central offices for the Nicosia district, and to the district units of the police Aliens and Immigration Service elsewhere. Physical presence is required, because a photograph is taken. Fingerprints are not taken from Union citizens — those belong to the MEU2 procedure for third-country nationals.

No appointment is needed. The department lists five services that require one; submitting an application, giving biometric data and collecting documents are expressly not among them and run first-come, first-served. The Nicosia central office opens Monday to Friday from 08:00 to 14:30, with last entry at 14:00.

We found no online submission channel in any official source; the department’s online services cover only renewals of specific permit categories.

Documents issued abroad must be certified under the Hague Convention, or diplomatically where the issuing state has not ratified it. Everything must be in Greek or English, or accompanied by an official translation.

What self-employed people and directors supply

Self-employed people sit in the same category as employees: “for the purpose of work”. For them the official list asks, verbatim, for a “certificate of payment of contributions to the Social Insurance Fund … for the last four (4) months”.

The form provides Part IV, Declaration of Self-Employment, with fields for the type of service, sector of economic activity, the registration number of the individual or legal entity, the professional licence, the VAT number, monthly income and the Social Insurance Services registration number with its receipt attached.

Part III is instead the section the employer signs and stamps. A director drawing a salary from their own company is, for social insurance purposes, normally that company’s employee — in which case Part III applies and the company signs it. Which part a director completes is not stated on the form; it follows from how the person is registered with Social Insurance Services.

The point almost everyone underestimates

All six application categories ask for the same proof of accommodation, and it is the most demanding item on the list:

  • title deed or a rental agreement stamped by the Commissioner of Stamp Duty
  • signatures of landlord and tenant certified by a certifying officer
  • original receipts for rent paid
  • an original utility bill from the electricity authority EAC or the Water Board, in the tenant’s name

The rental agreement must show the name, identity number, ARC and contact details of owner and tenant, and that address becomes the official postal address.

In practice this is the most common reason a file comes back.

Sickness insurance: only in some categories

A difference that matters for business owners: in the work category, sickness insurance is not a separate item — the economic activity and the social insurance are themselves the proof. It is required only in the involuntarily-unemployed sub-case.

In the visitor and visiting pensioner category it is explicitly required: insurance covering inpatient and outpatient treatment and body transport, form E121/S1 for pensioners, or a certificate of registration with the GHS.

Registering on the basis of your own economic activity therefore avoids the private insurance requirement.

The Yellow Slip is not tax residency

This is the most consequential confusion, and it is kept alive by advisory packages that sell both together.

They are separate regimes. The certificate is issued under the free-movement law by the Migration Department. Tax residency follows the Income Tax Law and is assessed by the Tax Department. Neither official source refers to the other.

Two routes decide it there: more than 183 days in Cyprus in the tax year, or the 60-day rule with three further conditions. The Yellow Slip features in neither — it is neither a precondition nor evidence. You can hold one without being tax resident, and the other way round.

Social insurance and GESY are separate

The Yellow Slip triggers neither. For the work category the dependency in fact runs the other way: registration with Social Insurance Services is a precondition of the application, not a consequence of it.

GESY is a third, separate registration with the Health Insurance Organisation. You are a beneficiary if you live in the government-controlled areas and are either employed, have acquired permanent residence status, are a family member of a beneficiary, or are insured in another EU member state. The Yellow Slip does not appear in that list.

Conversely, GESY registration helps the application: in several categories it can stand in for the proof of sickness insurance.

Permanent residence after five years

After five years of continuous lawful residence there is a right to permanent residence, procedure MEU3, current form revision MEU3B. For third-country family members the fee is €20, the examination period six months and the card valid for ten years.

Whether the same figures apply to Union citizens we could not verify — the information page is not reachable from the department’s own EU category page, although the form is published.

What we could not verify

  • Any minimum income, in any category. The official tests are worded qualitatively.
  • The individual sections of Law 7(I)/2007 for the three-month threshold, the four-month deadline and the penalty. Only Article 27(2) on re-examination and cancellation is confirmed, from the form itself.
  • How the certificate is handed over. Three official statements conflict: sent by post, given out where the application was filed, issued immediately.
  • Whether a late application is refused or merely penalised, and whether the penalty is applied in practice.
  • How the department treats a self-employed applicant with fewer than four months of contributions.
  • Which part of the form a director completes — the form offers both and does not say.
  • Fee, duration and validity of permanent residence for Union citizens.
  • Whether an online submission exists. We found none, but no express prohibition either.

By when must I apply for the Yellow Slip?

Within four months of arrival. That is a different figure from the three-month threshold quoted alongside it everywhere: for up to three months any Union citizen may stay with no conditions and no formalities at all, while a longer stay requires work, self-employment, or sufficient resources together with comprehensive sickness insurance. The four months are the filing deadline; the three months are the substantive threshold.

What does the Yellow Slip cost?

€20 per person. Family members who are also Union citizens cost a further €20 each — so a couple pays €40, and a couple with two children €80. The fee is payable when the application is submitted.

How long does it take?

The Migration Department states that examination and decision are completed within one month at the latest, provided the application is complete and all documents are supplied. On how the finished certificate is handed over, the official statements contradict each other: the department's page says it is sent by post, while the form itself says it is given out at the point where the application was submitted.

Does the Yellow Slip expire?

No. The Migration Department states expressly that registration certificates have no expiration date, and there is no renewal procedure. Anyone reading about a five-year validity is confusing it with the MEU2 residence card for third-country family members.

What income do I have to prove?

No official source names an amount. For the work category the supporting-documents list asks for no sum of money but for proof of registration with Social Insurance Services and — for self-employed people — a certificate of contributions paid over the last four months. The statutory test is qualitative: sufficient resources so as not to become a burden on the social assistance system. Anyone quoting a specific figure usually cannot source it.

What does a self-employed person or director have to supply?

Self-employed people sit in the same category as employees, “for the purpose of work”. Required are the Social Insurance Services registration number with the registration receipt, and a certificate of contributions paid over the last four months. The form has its own Part IV for this, covering the type of service, registration number, professional licence and VAT number. Does the Yellow Slip make me tax resident in Cyprus?

No. These are two separate regimes: the certificate is issued under the free-movement Law 7(I)/2007 by the Migration Department, while tax residency follows the Income Tax Law and is assessed by the Tax Department, on the 183-day rule and the 60-day rule. You can hold a Yellow Slip without being tax resident, and be tax resident without one.

What changed in 2026 for the 60-day rule?

The condition of not being considered tax resident by any other state fell away on 1 January 2026. The Tax Department's page has listed only four conditions since. That makes Cyprus residency easier to reach but does not remove the other country's claim — dual residency is then resolved by the tie-breaker in the applicable double tax treaty, not by Cyprus law.
